A high-ranking American civil servant, Philip Michaël Santore, is found murdered in an abandoned car on a street in the capital of a South American state. A national day of mourning is declared. Santore had been kidnapped a few days earlier by a terrorist organization whose name is banned by the government. The terrorists intended to return the hostage if the authorities agreed to release a number of prisoners belonging to their revolutionary movement.
